Dear Mr. Woods,
In that no response was received from you to my e-mail last week, which requested assurance that the New Mississippi River Bridge Project (MRB) will not be put out for bid until such time as the Department of Transportation has had an opportunity to make a determination of the separation of goals waiver to be submitted by the Missouri Department of Transportation (MODOT) and the Illinois Department of Transportation (IDOT), this is to request, pursuant to the Freedom of Information Act (FOIA) and the Missouri Suhshine Act, the following documents, e-mails and/or records:
1. The agreement executed between MODOT and IDOT for the construction of the MRB project;
2. Any and all documents related to the scheduling of the MRB project for construction, including any and all documents related to the scheduling of bids for the MRB project;
3. Any and all documents related to MODOT establishing a DBE goal for the MRB project, including any and all documents or records related to MODOT hiring attorneys or consultants for the MRB project;
4. Any and all documents related to MODOT seeking financial assitance for DBEs for the MRB project;
5. Any and all Equal Employment Opportunity (EEO) reports prepared by MODOT during the past three (3) years and/or any other documents or records reflecting the minorities and women employed by MODOT during the past three (3) years.
In that this request is being made in the public interest, I reqest that any costs associated with complying be waived. Moreover, in the event MODOT has a designated FOIA compliance officer, I request that you immediately forward this communication to such person.
